Former President Barack Obama has reportedly expressed concerns about the structure of President Biden’s reelection campaign. In private conversations with Biden and his aides, Obama suggested that the campaign needs more decision-makers with the authority to act independently, without requiring White House approval for every decision. Obama has emphasized the need for agility in the campaign, particularly in light of the potential return of former President Donald Trump to power.

 


 

During a private lunch at the White House, Obama discussed the 2024 election with Biden, expressing his views on the campaign structure and recommending that Biden seek counsel from Obama’s former campaign aides. Obama specifically mentioned the success of his 2012 reelection campaign, where key presidential aides took charge of the campaign operation in Chicago.

While Obama has not recommended specific individuals, he cited David Plouffe, who managed Obama’s 2008 race, as the type of senior strategist needed in the Biden campaign. The concerns raised by Obama are not tied to a specific moment but reflect his belief that campaigns must be agile in competitive races.

Obama’s push for changes in the campaign structure comes amid worries about Biden’s weak poll numbers and the unorthodox bifurcated campaign structure. Biden’s top political advisers are based at the White House, leading to concerns that crucial decisions must be cleared by the White House before implementation.

Despite the concerns, Biden’s campaign manager, Julie Chavez Rodriguez, is based at the campaign headquarters in Wilmington. The relationship between Obama and Biden has been complex, with periodic check-ins between the two leaders. Obama’s sense of urgency about the upcoming presidential race is also reflected in his efforts to raise money for Biden’s campaign, helping raise $4 million in small-dollar donations.

While some Biden allies dismiss Obama’s suggestions, tensions linger between the Obama and Biden camps, particularly regarding Obama’s support for Hillary Clinton in the 2016 presidential election instead of Biden. Biden himself has expressed frustration with his low poll numbers and demanded action from his team to address the issue. Despite the concerns, Biden’s aides believe that if Trump becomes the Republican nominee, a clear majority of voters will find Biden preferable.

Biden held his first major official campaign event, criticizing Trump as a threat to democracy, and launched his reelection campaign in April, focusing on fundraisers and select political rallies.
