Chris Jericho had previously declared that the game changed after the conclusion of AEW All Out. Before that, Jericho also claimed that AEW Dynamite would beat Monday Night RAW in ratings within the next 4-6 months. AEW Dynamite had also defeated Monday Night RAW in the 18 to 49 demographic which gave them a .53 rating. Chris Jericho took the opportunity to boast about the huge accomplishment. WWE also recently decided to have the WWE Championship match between Randy Orton and Bobby Lashley take place on Monday Night RAW instead of the original plan for WWE Extreme Rules.
According to Dave Meltzer on Wrestling Observer Radio, Vince decided to have the match take place on Monday Night RAW as a counter to AEW Dynamite beating Monday Night RAW in the key demographic.

“They moved the pay-per-view match to Raw. Originally they were going to do the tag team title match. The whole show last week was built to set up this tag team title match on this week’s Raw and then they pulled the match because they lost in the ratings and they’re putting Randy Orton and Bobby Lashley, the pay-per-view main event on TV tomorrow night. Yea, that’s among the responses [to AEW]. I’m not surprised.”
